The Honourable Lawrence Cannon, Minister of Foreign Affairs, announced the following diplomatic appointments: Ken Lewis becomes Ambassador to the United Arab Emirates.
Ken Lewis (BA [Political Science], University of Guelph, 1973; MA, Dalhousie University, 1974) worked for the Department of Indian and Northern Development prior to joining External Affairs in 1975. He has been posted to Kuala Lumpur, Tokyo, Seoul, Bangkok, Jakarta, Beijing and Kandahar. At Headquarters, Mr. Lewis has held various officer positions relating to defence relations, aid policy, export finance development, and multilateral trade negotiations. As well, he has been director of the Asia Pacific Coordination Division and deputy senior official for Asia-Pacific Economic Cooperation. He has most recently served as representative of Canada in Kandahar. He and his spouse, Wendy MunWai Lewis, have two children, SuLin and Michael. Mr. Ken Lewis succeeds Ms. Sara Hradecky.
Kris Panday becomes Consul General in Dubai (United Arab Emirates). Kris Panday (BA [Economics], University of Toronto, 1984; MA [Economics], University of Toronto, 1987) joined the Department of External Affairs and International Trade in 1986 and has served abroad in Port of Spain, Singapore, Seoul and Washington, D.C. In Ottawa, he has held a number of positions, including executive assistant to the deputy minister of International Trade, and director of the Softwood Lumber Division. Most recently he served as minister-counsellor (Congressional and Legal Affairs) at the Embassy of Canada in Washington, D.C. Mr. Panday is married to Sonja (Yoo) Panday. He will be the first consul general of Canada to serve in Dubai.

Ariel Delouya (BA [Political Science], McGill University, 1984; MA [International Relations], Carleton University, 1992) joined the Department of External Affairs and International Trade in 1986. He served abroad in Ankara from 1987 to 1989 and in Washington, D.C., from 2002 to 2006, where he was minister-counsellor (Congressional Relations and Legal Affairs). In Ottawa, Mr. Delouya has held a number of positions, including departmental spokesperson with the Media Relations Office and deputy director of the International Economic Relations and Summits Division, where he was responsible for G8 summits. From 1998 to 2002, Mr. Delouya was on secondment to the Privy Council Office, first as foreign policy advisor in the Foreign and Defence Policy Secretariat from 1998 to 2000, and then as chief of staff to the Clerk of the Privy Council from 2000 to 2002. He is currently director of the Policy Research Division with Foreign Affairs and International Trade Canada. Mr. Delouya is married to Sarah Meyer, and they have 12-year-old twin boys. Mr. Delouya succeeds Bruno Picard."

forecasts predict the trend will continue.

The World Bank concludes that the region has been hit, but not as hard as in other regions. The Bank carves up the region into 4 groups of countries based on population and economic structure, and notes that countries within groups have responded in a similar way.
The 4 groups are:
oil exporters with large financial capacity and small populations (GCC) can ride out the crisis quite comfortably, even if growth is low
oil exporters with large populations (Algeria, Iraq, Iran, Libya, and Syria) have larger social expenditures to keep up, and will draw on reserves or manage fiscal contraction (Iran)
non-oil exporting countries with strong economic linkages with GCC through remittances, FDI and tourism, or with strong dependency on foreign aid, or both (Jordan, Lebanon, Yemen and Djibouti), will have a difficult time balancing reduced remittances with increased returning migrant workers
diversified countries with strong trade and tourism linkages with Europe and OECD (Morocco, Tunisia and Egypt) can build on their good track record of sound macroeconomic policies and structural reforms to mobilize external and domestic financing needed to implement countercyclical policies.

Libya's ZORCO names HSBC Middle East adviser for $4 bil refinery

Libya's Zwara Oil Refining Company (ZORCO) appointed HSBC Bank Middle East as financial adviser for its $4 billion, 200,000 b/d crude oil refinery, to be located in the country's northwest, the bank said in a statement Thursday.
"This project will be the most environmentally friendly refinery ever built and will service the local, regional and international markets," ZORCO chairman Ali Shamekh said in the statement.
"It will also be the first project in Libya to be financed on a commercially structured project finance basis costing around $4 billion."
ZORCO is the project company of Tamoil Africa Holding Ltd, which itself is owned by Libya Africa Investment Portfolio and the Libyan government. Shamekh is also chairman of Tamoil.
The ZORCO project is the largest greenfield government-led project in Libya and once completed the company says it will benefit from Tamoil's and sister company Libya Oil Holding's distribution network in Africa and regionally.
The project is the one of the largest in the country and marks the first investment for Tamoil in Libya, as well as the first major government-sponsored project to seek commercial finance.

Canada Concludes Free Trade Negotiations with Jordan

Diplomatic Appointments The Honourable David Emerson, Minister of Foreign Affairs, today announced the following diplomatic appointments: Reid Henry becomes Ambassador to the State of Kuwait, with concurrent accreditation to the State of Qatar.
Reid Henry (BA, Honours [Political Science and Economics], University of Manitoba, 1977; MA [Soviet and East European Studies], Carleton University, 1980) worked as a research analyst for Carleton University prior to joining the Department of Industry, Trade and Commerce in 1979 as an assistant trade commissioner. He has since served abroad in Belgrade, San Francisco, Moscow and Ankara. At Headquarters, he has served as head of the Energy Section in the Energy and Environment Division and as deputy director of Fisheries and Energy in the United States Transboundary Division. He is currently director and senior trade commissioner, Prairie and Northern Region, in Edmonton, Alberta. He and his wife, Karen Nauss-Henry, have a son, Michael, and a daughter, Mariana.
